In the early morning of the Friday, 28th April 2017, we learned that a lawsuit has been filed by the Electronic Security Center of the Ministry of Transport, Communications and High Technologies to request the blocking of a number of websites. The lawsuit requests the restriction of access to a the websites:
azadliq.info (Azadlig newspaper)
azadliq.org (Azadlig Radio)
azerbaycansaati.com
turan.az
meydan.tv
According to the lawsuit, these websites “create threats to the legitimate interests of the state and society”.
Since late November 2016, different technical attempts has been implemented inside Azerbaijan to block azadliq.info and other websites. Early attempts included the implementation of artificial traffic congestion towards some of the sites and in March 2017, the deployment of “deep packet inspection technology”. Both mechanisms are well reported in our technical forensic reports.

It is hilarious to know that there is a court case filed by the national computer emergency response team (CERT) of the country as we have never heard of a CERT playing that role before. It is also amazing that the court case is taking place to request a blocking that is already implemented by means of Deep Packet Inspection since late March. But, what is really disturbing is that at the same time we read these news by social media, we were “officially” notified by a 6.5 hours denial of service attack against azadliq.info.

Is this the standard way to get a court case notification in Azerbaijan?

According to sources that are following the legal case, the lawsuit is “channeled” via by Faig Farmanov, director of cert.az and owner of the company intraNS that operates the country top level domain: ccTLD. Faig Farmanov was appointed as Director of E-Security Center under Ministry of Communications and Information Technologies the 6th of March 2013 by Ali Abbasov, Minister of Communications and Information Technologies until late 2015.

We have obtained a copy of the order of theMinister of Transport, Communications and High Technologies of Azerbaijan Ramin Guluzade ordering the blocking of the sites with date 27th March 2017.
